There are a few things that would cause your server to now show publicly; 1) port-forwarding not setup properly, 2) outdated mod(s), or 3) local or public IP changed.

If your run mods on your server you need to be sure they are up to date. Simply click on the Green up arrow next to the Mod ID's to update them.
Now, you are stating you want to have to same local and public IP because that is how your friends is setup. This is not possible in the realm of networking. If your friend has it setup that way, please provide screenshots of that setup and the name of his ARK server.
Going back to what I believe is your problem. You need to go to this site,
ipv6-test.com/, and be sure you are using what comes up for the IPv4 address in the upper left section, for your public IP address. To do this, go to the top of ASM and click the refresh button next to the
My Public IP: box. If you do not see an IPv4 address then you need to contact your ISP and have them assign you one. At this time ASM does not support the IPv6 protocol.
Next, you need to open a command prompt on the machine your ARK Server is running and type in this command...
ipconfig/all. Please scroll to the section where it says
IPv4 address and note it. Now go to the
Local IP: box in the
Administration Section of ASM and be sure it matches what that says. If the
Local IP: box says
Let ARK choose... then change it to
