You might have a port conflict on your query ports Steam uses several ports in the 27000 range so it might be causing the conflict. Try using a different port range, also to make things simpler you could setup a range of ports so you don't need to create so many rules. I use 47000-27029 for the server, peer, and query ports for my 10 maps. My RCON ports are in a separate range since I don't forward those. You can also look at Resource monitor, networking tab, then the listening ports section to see what listening ports are active on your server to see if something else is using the same port or to look for an open range of ports.
