ASM doesnt write in Version.txt! last write on October 24.

ASM does not write the version.txt file, that is part of the wildcard ark server package.

Server version and client version are different and are not always the same.

Have you started your server after the update? Only then will the value be shown in the command window and updated in ASM.

Have you turned off the following ioption int he global settings?

Output Steamcmd to the pogress window.

If this setting is disabled, then ASM will only detect file changes, it does not let steamcmd tell it if any files have changed.
In the past there hav been one or two corrupted files in the steam update, which told ASM that a new version was downloaded.

Try turning it off and see if that fixed the update loop issue for you
