The reason that ASM is showing "Waiting for publication" is due to Ark.Bar being offline. When the server has started, ASM requests details on the ARK Server from Ark.Bar.
As Ark.Bar goes offline, ASM is unable to get details and so is unable to fully complete the server startup. I am NOT saying that your server is not started properly, just that ASM is unable to finally display the final state.
So in conclusion, if Ark.Bar is offline and your server is showing "Waiting for publication", your server should be registered in steam correctly.
