You can only customize the level progressions, not your character's current level. To do this, enable "Custom Level Progressions" in the Server Manager, then change the XP required for each level to suit your needs. You may also change the number of Engram points you receive at each level. Restart the server and the new progression will take effect, but your character's existing level and engram points will not be affected until you level up again.

I did enable the "Custom Level Progressions" in the server manager. When I did the two fields below got brighter as if the intention was that I should write something there. But I was unable to write anything there and the fields themselves were blank.
However I just checked the server manager again as I needed some details about this issue, and found that there are now some values I can change, those where not there previously.
When I first posted this question, I was running the .42 version when this feature was first introduced, however I updated to the .44 version earlier today when I saw on the site here it had been updated.
Did those values get added in a later version of the tool since I could not see them previously, or was it a bug that was fixed?
The option to setup levels for players and dino's has been in for 2 updates now I think. didn't work as itentionaly they changed the lay out and replacing levels inside of the tool itself. If you start your server with the dedicated tool from within your start menu or the folder you installed it in. it should update the tool automaticly if it get's an update.
For your question: did you lose the settings from custom levels and engrams? cause you say they are blank. Pranjal here btw .
*Just jumped into server engrams custom level setting and xp upped seems to be a bit to fast haha *

No the 2 fields(windows?) below the check box was literally blank. This feature was introduced with .42, and at the time the fields were literally blank. However after updating to .44 those fields now has values in them that I can modify.
The server was not running at the time, it was offline after I had just updated the tool to .42 and the server to 182, 20 that was not the cause.
Oh haha yeah I think they were implementing it the correct way. also in previous version if i remember correctly Seen the tool a lot last days :$ was custom settings on a weird spot. but Glad you got it working and able to set it up now nice troubleshooting around haha awesomeness .

How did you calculate the xp numbers? Could the way these are calculated be configured in the next version? They don't seem to be a simple multiplier or purely exponential either so is it a multi point graph or something else? Im assuming it is calculated by some type or graph formula?

The level progression by default is the same as the server up to level 67. After that it is a custom progression that is about twice as hard up to 100. I don't know how to increase the level cap - I thought the progression allowed you to have any number of levels.
Yes i just found out the level changes are in ShooterGame\Saved\Config\WindowsServer\game.ini NOT in GameUserSettings.ini
